To ensure traffic safety for people and vehicles when passing through here, the Directorate for Roads of Vietnam has invested in funding to handle these black spots. The plan proposed by the authorities is to make a speed reducer on the road surface to warn vehicles to slow down before going downhill and to tarp the roof and build a refuge road for vehicles to enter when they encounter a sudden brake failure.

It can be said this concern of the community and local authorities is a great source of encouragement for vulnerable people to overcome difficulties as soon as possible.

Bringing Citizens Home On Special Flights

Speaking of inspiring stories in the midst of the Covid 19 pandemic, we can not mention these “special flights”. Over the past many months, starting from early 2020, Vietnam has had to fight against the epidemic in the country and simultaneously listened to the thoughts of Vietnamese people living abroad.

The competent authorities have carried out synchronously, proactively, actively, and comprehensively the work of protecting citizens with the determination to “there is no one left behind”, especially in the context of the epidemic breaking out globally.

The repatriation flight from Wuhan to Vietnam might be the early story on the journey of bringing citizens home, which received great attention from the public not only in Vietnam but also in the world.

Aware of the risks of the mission, Vietnam Airlines called for volunteers to assist in bringing 40 Vietnamese back from the epicenter of the pandemic immediately.

More than 100 flight crew members volunteered to travel to Wuhan and enter quarantine upon returning to Vietnam. Besides doctors and military, Vietnamese people honored these brave crews as heroes in the fight against the epidemic.

No One Is Left Behind

As the life motto of “there is no one left behind” aforementioned, the Vietnamese government is trying to make every effort to assist and protect the ex-pat community in Viet Nam amid the COVID-19 outbreak no matter who you are.

Detailly, as the vaccination campaign spreads across the country, the government and local authorities tried to give all foreigners equal access to vaccines as locals despite limited resources.

In addition, we have interpreters or hotlines in foreign languages (English, Chinese,..) to support ex-pats to solve difficulties in the stringent regulations. Moreover, some documents are also translated into English, Japanese,… so foreigners can easily be informed about the directives or regulations during the chaos.

Quarantine camps

One of the dramatic stories around Vietnam is quarantine camps. During the pandemic, thousands of returning Vietnamese and expats have to go through a quarantine period.

Vietnam’s soldiers have been the major force for taking the responsibility of serving people at this time. They ran day-to-day operations and established makeshift camps to make rooms for guests in military barracks. They have had a huge amount of workload, from cleaning and delivering food to babysitting.

One of the guests, Mr. Gavin Wheeldon – a British citizen wrote an essay titled “Life Inside a Vietnamese Government Quarantine” to share detailedly how comfortable his daily life in this camp was.

When the strong fourth wave of the Covid 19 pandemic has outbroke in Vietnam with over 10.000 cases/day, making many residents more worried about their lives, especially those living in the pandemic’s epicenter-Ho Chi Minh city.

However, when the covid 19 vaccine fund is opened, people from children, the elderly to the businesses, want to contribute to the vaccine fund with the hope that Vietnam can achieve herd immunity one day.

People’s lives will return to a “new normal” state. Children will be able to return to school and play without worrying about catching the disease.

Participation in social insurance is a mandatory condition when employing foreign workers to work in Vietnam. So what types of foreigners are eligible, what are the payment rates and procedures for the participation in social insurance of foreign citizens?

1.It’s compulsory for foreigners to pay social insurance

It’s compulsory for foreigners to pay social insurance

The latest social insurance regime for foreigners working in Vietnam is specified in Decree 143/2018 / ND-CP by the Government, issued on October 15, 2018 and the Law on Occupational Safety and Health on compulsory social insurance for foreign workers.

In which, content about subjects participating in social insurance is specified in Article 2 of the Decree. Accordingly, foreigners are working in Vietnam must pay compulsory social insurance when they meet all 3 following conditions:

+ Have a work permit, practice certificate or practice permit issued by the competent authorities in Vietnam.

+ Having signed a labor contract with a minimum term of 1 year or an indefinite term contract with the employer in Vietnam.

+ Still at a working age, not yet at retirement age (60 years old for men, 55 years old for women).

+ Reaching the retirement age according to the regulations on the retirement regime.

+ Participating in signing and negotiating many labor contracts with many organizations, – then you only need to pay for social insurance in the contract with the first organization/ company. 

2.The rate of social insurance payment for the foreign worker

+ From December the 1st, 2018, the rate of social insurance payment is based on the employee’s salary for participation in social insurance:

Employers contribute 3% to the sickness and maternity fund and 0.5% to the labor accident and occupational disease insurance fund.

(the retirement and death fund are not required). The total amount is 3.5%. Foreign workers are not required to contribute to the above funds.

+ From 1/1/2022, the rate of social insurance payment based on the salary fund participating in social insurance is as follows:

Employers contribute 3% to the sickness and maternity fund, pay 0.5% to the labor accident and occupational disease fund and 14%

to the retirement and death fund. The total amount is 17.5%

 + Foreign workers contribute 8% to the retirement and death fund. The total percentage of employees’ compulsory payment is 8% for this period.

The rate of social insurance payment for the foreign worker

Note:

+ The regulated salary for paying social insurance for foreigners includes salary, allowances and the additional amounts. The maximum insurance premium salary is equal to 20 times of base salary.

+ Insurance premium salary does not include benefits and bonuses under the Labor Law.

3.Procedures

Basically, the procedure for paying social insurance premiums for foreign citizens working in Vietnam consists of a number of forms similar to those used for domestic workers. However, if you are a foreigner working in Vietnam, you need to note some regulations.

For foreign workers:

+ Declaration of participation, information of social insurance and health insurance adjusted in accordance with the form TK1-TS and only use this form for participants who have not been issued with a social insurance number or when there is any change of information.

+ When filling in information, the data such as full name, country and gender must be written according to the international phonetic sound.

+ Attached personal documents issued by a state agency must be translated into Vietnamese and have valid certification as prescribed by Vietnam’s law.

I. Vietnam English Education current situation 

1/ There are a lot of students still lack basic knowledge in English :

trung tam tieng anhOne of the current worrisome situations for university education is that students lack basic knowledge in English are accounting for a very high rate even though there have been many innovations in teaching and learning methods in many universities and colleges.
According to survey data at 18 universities in Vietnam, the average first-year student scores at 220-245 / 990 TOEIC points, and for this level students need about 360 hours of training. to achieve 450-500 TOEIC points – the point that many businesses are considering is the minimum for them to accept the application. However, according to survey data of the Department of Higher Education, schools usually only have about 225 English lessons for students. With a short amount of time, this is not enough for teachers to teach and for students fully absorb all 4 skills of listening, speaking, reading, and writing.

2. Difficulties in English education

Usually in a class, there will be levels from elementary (including students who learn English for the first time) to intermediate level (for students who have studied English for seven years); Most of the city students have better English proficiency than their peers in the provinces, rural areas because they have access to English from a very young age already. Such multi-level classes will make it difficult for teachers, making it difficult for them to manage all students, thereby hindering both teaching and learning. Freshmen when entering the school, there are those who do not know anything about English must be basic training from the beginning. Besides, many students have advanced English level, so if they are trained as primary students, it will be very wasteful and time-consuming.

Secondly, when entering universities – colleges, many students face major obstacles when studying this subject. This is due to the fact that the English language program in High School is too heavy. From grades 6 to 12, there are 16 lessons in a school year with different topics. The content of the program is overloaded compared to the allowed time, not enough for teachers to transfer all 4 skills to students but mainly only learn grammar and vocabulary, less practice in listening and speaking skills.

Thirdly, the English training in the non-professional schools is often more urgent and focused on specialized English while the basic knowledge hasn’t been mastered by many students. Therefore, students cannot communicate because they do not have the basic knowledge of structure and vocabulary, they can’t understand specialized English either.
